Traffic Shaping Global Bandwidth limit per client and priority rules

I was curious about the interaction between global bandwidth limits and traffic shaping rules.
In this case I'm looking at the global limit per client is set to unlimited and the traffic shaping rule sets SIP traffic to high priority. From this article https://documentation.meraki.com/MX-Z/Firewall_and_Traffic_Shaping/Traffic_Shaping_Settings High priority traffic seems to reserve 4/7 of the available bandwidth(Would this be 4/7 of the speed that WAN 1 is configured for?) and everything else would get unlimited of what is left. Is this thinking correct?
I want to know this also! I am wondering about setting QoS for VoIP phones to high priority and then leaving available bandwith on the table when other internet activities want some bandwith.
