The L2TP-VPM server didnot respond, try reconnecting.

I have 3 sites running Meraki GO GX 50 appliances in Site to Site VPN connection. All the sites allow client VPN as well. 2 of the sites work fine with client VPN, However for one of the site, client VPN doesn't work and I get error "The L2TP-VPN server did not respond. Try reconnecting."  I have rebooted the MX and my devices as well, recreated the client VPN connection but still the error persists. I am not sure where to see the logs on Meraki go to see where the problem is happening. I have also rebooted the Modem as well.

 

can anyone please help to troubleshoot this error?
