You can only remove an incorrectly applied licence within 7 days of applying it.  Here is the documentation around removing licences:

You need to open a support case, but I'm not sure if they can do It.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

Why would you want to remove a license from the Dashboard?

it has been mistakenly applied there

In which case, you'd normally want to move it, rather than remove it - as the clock is still ticking down on it, whether it's active in an Organization or not.

I guess you might want to remove and return it (obtain a credit), if it is, for example, at the wrong MX license level - but you'd need to speak to your Meraki account team about that.

If you do want to use it elsewhere, in most instances license moves can be done directly, these days - you wouldn't, as a separate step, remove it first;   https://documentation.meraki.com/General_Administration/Licensing/How_to_do_a_License_Transfer_in_Co...
