MX content filtering and firewall rules

Hi,

need help on this. i want to allow Vimeo but block all other video/music.

L3 rule: allow http and https

L7: deny all video/music

Content filtering: *.player.vimeo.com (whitelisted)

so if the category is blocked by L7, it will not process the content filtering?
