How can I found out or what's the best way to check if MX RMA 24/7/4, On-Site Support in certain states and cities (small rural) of the US is available?

While I've never actually utilized the service myself it's called Meraki Now. On that pdf it mentions using the Service Availability Matrix for more info. That site requires a CCO login. Once in you can search on your address and product family and it shows the available services. As a quick test I searched my home address and Meraki MX and it shows results like this.

But best bet is to contract your partner or Cisco sales rep to confirm.

IMO you would probably be better to have a warm spare or even a cold spare if you need quick RMA turn around.
