In traffic shaping rules, is the "choose a limit..." option per-client?

in the SD Wan > Traffic shaping rules options, I can create a Traffic Shaping rule, then go into Bandwidth limit > Choose a limit, and then set download/upload rate limits.

Are these limits per-client?

so for example i can put a Definition of localnet 192.168.1.0/24, and a "choose a limit..." of 2,000 Kb/s down and 1,000 Kb/s up. Now let's say I have a host at 192.168.1.5 and another at 192.168.1.20.   Do both of these devices share that limit, or do they EACH get that limit?

I'm kinda assuming each of them get that limit but i kinda got a different impression from user "brenttaylor" 's response in this webpage: https://community.spiceworks.com/topic/447003-meraki-qos-gods-out-there

Kind of a big deal

Yes, per-user (or per-flow actually), but basically the same thing.

Traffic shaping rules for applications are applied per-flow, so setting a limit of 5Mbps to three different applications will allow 5Mbps down to each application.
