Content filtering with group policy without adv sec license

Hello,

I've an MX with only the Enterprise license, I know that to be able to do content filtering I need the Advanced Security license but noticed that in the group policies I'm able to set L7 rules, does it mean that the L7 rules will work or do I still need the Adv Sec license?

Content filter is for http https urls. 

L7 is the L7 firewall settings.
