Can't connect to school network VPN

I'm using a Mac running OS X  High Sierra and am having trouble connecting to our school with VPN from home.

I have comcast using a Arris SBG6580 as my wireless router.  When I try to connect I get the L2TP-VPN server did not respond.  If I connect my iMac to the net through my Phone's hotspot it works great.  I connect no problem.  So something in my SGB6580 seems to be blocking the communication.  Anyone else encounter this?

Buy some Cisco AnyConnect licences, and change over to using that.  It is much more reliable.

Also make sure the subnet you are using at school and the subnet you are using at home is different.

Well, I think I've narrowed it down to my wireless router.  I turned off the firewall on it so nothing should be being blocked and still I can't connect.  I'm not sure what I'm going to tell our faculty and staff if they encounter this at their home.  If anyone has any ideas it would be greatly appreciated.

Sucks not knowing why it doesn't work.  I was hoping to learn more about vpn technology and protocols but going to AnyConnect worked.
