Can't connect Client VPN from iPhone 12.

Can't connect Client VPN from iPhone 12.
i have tried outside wifi and also tried using phone data i keep gettin following error "The L2TP-VPN server did not respond."
i have followed the guide from here https://documentation.meraki.com/MX/Client_VPN/Client_VPN_OS_Configuration#iOS

What country are you and who is your carrier?

Can you connect using the same carrier from another device?  It doesn't work via some carriers.

USA. T-mobile.  on iphone 12 doesnt work. on Android galaxy 9+ works fine with tmobile data

T-mobile only supports IPv6.  You need IPv4 for the client VPN to work.

on tmobile galaxy 10 it works fine

I used a proxy (PIA in my case) vpn profile first, then used the meraki profile and it worked.
