I'm wondering if I need to buy Enterprise license for GR10 or can I drive without a license for remote programming?

No license is required for the Meraki Go line. There is only an optional license for the GX.

Thanks, but can i program it remotely or i must in the same place?

They are configured ONLY with a mobile phone app, but you can add the device in the web portal with the serial number. If you don't have the GR10 then you need to get the serial number from it.  Step 4 covers this part- https://documentation.meraki.com/Go/Meraki_Go_Onboarding
