The government allowing it to be used and then a product actually being able to get certified are two different things. Most countries require testing and documentation for their specific regulations before allowing the release of the hardware or software enabling the feature. As many countries are in the process of doing this, I'm sure there is a todo list that Cisco has internally.
Regarding the you seeing a note saying Catalyst supports it, while the hardware is the same, the software is different. I suggested asking support to see if it was supposed to work on Meraki. If you already know it's not supposed to be, then you would need to ask your Meraki Rep to look into it, as roadmap is generally not disclosed publicly.
