disallow or delete itunes accounts

We have a problem with students and their parents locking ipads with their itunes account. Is there a good way to keep people from logging in to itunes or to remove their accounts from the device when they turn it in?

Also if they are school owned devices registered in ADE you can now bypass activation lock for ADE devices via Apple school manager. This feature was only released in the last month or so.

Are the devices privately owned or school owned? 

 

If they are school owned I'm pretty sure you just disable the below setting. (It's been awhile since I set our devices up from scratch so I'm not 100%)
