Removing Meraki management from IPad

Our company provides recycling services to customers and over the last year we have accumulated several iPad units but cant remove the Meraki information, how can we do this

They are probably enrolled in the Apple DEP program.  If so, you can not remove it.  Only the person (from the original company) with access to the Apple DEP system can do this.

They can not be recovered in that case.  They are destined for the giant shredder in the sky.
