Empty Policy

Hi,

I have created a profile with the following settings only however they do not install. The event log on all devices (All iPad 7th Gens) says it is an empty policy. Is this normal behavior?

I guess so. I solved it by adding a dummy wifi network. Called it "dummy-wifi" and set a random password.
