Changing keyboard android

When managing Samsung devices the option to use different keyboards goes away and you are locked into the default Samsung keyboard, is there any option to allow alternative keyboards somehow?

Having done a bit of research it seems that this is an issue for Samsung devices on Android Oreo which applies to all MDM solutions not just Meraki.
