Cannot toggle wifi off on iOS

Does anyone know how to regain the ability to toggle wifi off & on? The option is greyed out and I cannot find where to change this behavior.

Do you enforce the restriction of Force Wi-Fi power on in Profiles?

If so, you will not be able to toggle Wi-Fi on or off and Airplane mode will not turn off Wi-Fi either.

I set it that way myself as it has solved a lot of issues of student's Wi-Fi mysteriously not working.
