Cannot push apps to android devices due to 'Android Always On VPN' settings

Hi,

 

I've noticed when I applied the setting of 'Android Always On VPN' and did my VPN app and whitelisted meraki systems manager that I am no longer able to push apps to the device, I've tried to whitelist the google play store but no option exists and I'm unable to add it as a app. 

 

I've tried changing profiles without this setting but it seems to still no longer work, I've reset the device and set the initial profile to one without this setting at and it installs the apps fine and then once they are downloaded I can change the profile to one with the 'Android Always On VPN'.

 

This seems to be a bug.

 

Otherwise I'm going to have to reset all the devices every time I want push an app.
