Will a Meraki Go EXCAP captive portal work without Internet access?

We have a use case for displaying dynamic content to users via the captive portal popup, in an environment without Internet access. 

 

Will a Meraki Go captive portal, configured as an EXCAP click-through splash served from a node.js server on a local IP*, appear on all devices in the absence of an Internet connection?

 

(The reason we're having to resort to captive portal to serve the content is Android's unwelcome recent behaviour of disconnecting from Wifi networks without Internet access after a few seconds, without notifying or seeking permission from the user. So Android devices in particular need to reliably show the captive portal.)
