Yes.

The Meraki Insight (MI) line of software offers network visibility and clarity with traffic analytics.

You need MX in your network for MI. Meraki Insight requires a collector to gather the data it uses, Meraki MX platform can be easily upgraded to function as a collector with the addition of a Meraki Insight license. As data flows through LAN and WAN interfaces, deep packet inspection provides valuable information at both the Network layer and Application layer, helping IT determine the true root cause with simple visibility into performance at every step.

I does not offer security features.

Meraki Insight is a feature you licence for an existing MX.  Once you have the licence(s) you apply it to the MX that you want to use Insight with, and then it is enabled.
