Differences in Client Policy

I am an engineer using Meraki's MS series and MR.
Specifically, I would like to know the difference between "normal" and "blocked" behavior.

How does it work on the terminal side?
Does applying the policy remove the client from the list?

(I used a translation tool, so I apologize if the English is uncomfortable.)

Normal are policies configured globally on your network, blocked as the name says, it ignores what has been configured and blocks the client.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.
