Client balancing is available in MR 25.X and more recent firmware and enabled by default in RF profiles. It was first introduced under the name AP Steering.
That is no longer true.
Client balancing is disabled on newly created networks.

Good to know. I bet this caused a million support tickets.
I bet that the issues that MR29.X and the new balancing method brought , forced Meraki to disable it by default !
