Is it possible to send Event Messages to the Meraki Dashboard from IoT Device via HTTP(S) URL?

I have a IoT device that can transmit event messages via TCP/IP or HTTP(S).  We can pass JSON and XML.  We have a customer running the Meraki Dashboard, who would like to visualize this events in the dashboard and receive notifications on the events.  I am looking to identify if the Dashboard API Supports such messages, and if so, what the best method(s) would be.  Thanks in advance!

No, you need meraki sensors for that.

The api is mostly for meraki config/settings/status https://developer.cisco.com/meraki/api-latest/#!get-organization-sensor-readings-latest

Meraki Dashboard is meant to manage and monitor Meraki devices not other 3rd party devices, regardless of what kind of information your IoT device will send. I don't expect such integration in the future either, at least not for non Cisco devices.
