Create/Update an organisation licensing model to "per-device" or PDL via api

Hi,

With the meraki dashboard secured behind capture we don't have any work around for creating organisations using "per-device" licensing. 

The GET /organizations/{organizationId}  endpoint returns "licensing": { "model": "co-term" }, which is great.  We just need ideally the POST to take the licensing model as well and/or the Update could allow you to change the licensing model.

This is a bit of a show stopper for us atm.

@RodHoward  Could the clone organization endpoint be a workaround in your case to create organizations using the desired licensing model?
