wo kann ich mir im Dashboard anzeigen lassen wann wer eine VPN Verbindung aufgebaut hat?

Aber unter welchem Punkt im Dashboard komme ich überhaupt zu dem Protokoll?

Go to: Network-wide > Monitor > Event log

Filter the log:

Select "Security Appliance" from the dropdown.
Deselect all event categories except VPN.

Search for:
VPN client connected
VPN client disconnected

Und wenn man es besonders gut machen will, dann integriert man Cisco Duo als MFA und hat im Duo-Dashboard noch viele bessere Ansichten.
