Check It:

I saw it.

And in my opinion we meet the requirements which can find here: Cloud Monitoring for Catalyst Onboarding - Cisco Meraki

This is what I have, so in my opionion think we meet the requirements.

But use RADIUS, maybe here is the problem?

Are any chances to configure with active RADIUS?

No, it's not supported, you have to create a local account.

Ok, but while radius is active is it impossible to login as a local user.

have you tried it?

  • If command authorization is used (via "aaa authorization commands <level> ..."), authorization commands will be added to the cloud connection VTY line: authorization commands <level> MERAKI, where <level> is 0-15 inclusive.
