To manually configure WAN 1 and WAN 2 as primary and secondary on a Meraki MX67 (or similar models), you can use Load Balancing and Flow Preferences in the Meraki Dashboard.

MX Load Balancing and Flow Preferences - Cisco Meraki Documentation

Disable Load Balancing if you want strict primary/secondary behavior.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

Please, if this post was useful, leave your kudos and mark it as solved.

I am unclear about what the key issue is.  Could you describe what you would like to happen, and what is actually happening?
