Seconding @Mloraditch's thoughts here, we should have no limitations for users list as well as licensing restrictions for administrators. I just wanted to provide the expected e-mail this should be coming from, which is 'noreply@meraki.com' in the event e-mail filtering or spam categories on the users mailbox is playing a part.
We, Meraki Support, do have a way to validate these requests were sent out via our e-mail services - so if you are certain all looks well on that event please reach out via Dashboard > ( ? ) top-right > Get help & Cases (or call via our Support Line) and we can validate this on our end!
