How to add a Webhook Custom Template

I'd like to add a Custom Template, so I can integrate Webhook alerts with my application.  However, the "Custom template" is not enabled.  Am I missing a step, or where might one configure a custom template for Webhooks?

The custom template editor is available when the Early API Access has been enabled for the organization. 

Fyi, custom templates are generally available to use by all orgs. So, you could create your template in a test org and copy it over to production using the API.
