Meraki does not have a direct integration with Azure AD for RADIUS authentication, you can use an intermediate NPS that is joined to Azure AD.
I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

I have also been looking into this and have not found a managed solution that is reasonably priced to do this. And this would require local appliances if one wanted to avoid auth failures when there is an ISP failure.
This functionality currently more of a nice-to-have than mission critical on Meraki networks that I manage, so I haven't explored this deeply.

Jumpcloud will do this and will tie in with M365 and Google workspace however it's no where near as granular as NPS.
