Let me ask you a few questions as a new user.
We have around 100 people in our office. Previously, Microsoft AD was used for user permissions. Now, when setting up Meraki, the office officials told us to use Google Authenticator instead of AD.
Authentication with Google requires access to the network. When users enter the network, there are no permissions. Sometimes users use unlicensed software, so we need to control it with admin rights from a security point of view. If you guys can use a controllable method like Microsoft AD, please let me know.

I don’t know if that is a topic for the Meraki forum, but you might define a walled garden, so certain sites and services that can be accessed prior authorization.
To be honest, the question is not clear.
I am not completely clear on the issue. Is the problem that people can randomly plug machines into your office network?
Or is the problem that you have no control over the machines themselves (such as installed software), and that is the problem you are trying to solve?
If so, do you supply computers for staff to use, or is it BYOD?
Talking about:
randomly plugging in devices to network?
VPN Connection?
local administrator permissons?
