used MX licensing for VPN use

If I get 2 MX gateways off eBay for site-to-site VPN use (Starlink CGNAT), will I have to purchase subscription/license to use them?

depends on what mx you have...so if you have a mx 85 and a license for 3 years, it would be 

 

LIC-MX85-ENT-3Y

 

check the datatsheet for MX, you will find all the licenses:

Yes, Meraki needs HW and an according license.

For Site to Site VPN the enterprise license will be o.k

Also make sure they are unclaimed, otherwise they are only fit for a WEEE bin.

is there a simple way to do so? MAC, serial check?

If you have the serial numbers, in the Meraki cloud dashboard, add them to your organisation, then assign to a network.  If you can do the second part then they are unclaimed.  Most sellers wouldn't let you do this until you have bought them as it locks them to you, so asking them in writing is a good idea.
