As per @cmr - Meraki solutions are inherently cloud-managed. While they will continue to function, in terms of carrying customer data, for quite some time during any interruptions in connectivity to the Meraki cloud infrastructure, they can't really be disconnected 'forever'.
Newer Cisco AP models - in particular WiFi7 APs (CW917x) - can operate either in Meraki cloud-managed mode or in an on-premise (i.e. no Internet connectivity) mode, though they would need a compatible Cisco Wireless LAN Controller to be reachable on the private network, for the latter. https://www.cisco.com/c/en/us/td/docs/wireless/access_point/technical-reference/global-use-ap-dg.htm...
