I am not sure if you have figured it out already or not.
The status should be shown up as connection error in case the Meraki cloud got an issue for clients connectivity, so It could also be client side issue possibly.
If you have large number of devices those also have shown up same error regarding enrollment status, that could be cloud side issue, but I have not seen the enrollment status got error status while it is being enrolled.
Hope this information would help isolating the issue.
But I think the best contact path for this kind of question would be Technical Support as you may know.
That is the place knows the outage on the Meraki cloud if there was.
You can open the case from your dashboard, Help > Cases just for your reference if you need to know something was going on or not.
