Just wanted to jump in on this since I found the thread while researching some stuff. The CW9164 is the same access point from a hardware perspective whether it's in Meraki mode or Catalyst mode. Looking at the hardware installation guide for the CW9164 it does call out, not plugging the console cable in using a long cable and leaving it disconnected. This would explain why removing the console cable allows the access point to boot.
