I'm guessing you are using the MR to do DHCP, which is why DHCP is working - but that the MRs on the second floor are in the wrong VLAN, which is why they can not get to the Internet.  Or perhaps the VLAN on the switches is not correctly trunked through to whatever provides the Internet access., ...
