Meraki Got IP but offline device status?

Hello   Currently I get a problem, I get an IP but the status of the device is offline, I try to call the ip via the same network RTO status, so far I have tried to change the ip from 192.168.1.xxx to 192.168.200.xx but still the status of the offline device. I have built Meraki Cloud Communication Firewall, VPN registry but still same device status offline.   Surprisingly Meraki MS (Switch) is safe with online status, this problem only exists in mr meraki only ...
