yes , it working just fine, you can fine the option in the dachboard for peering with non-meraki device, for the advance algorithm , you need to open support case and tell them to help change the config at the backend in case you can't fine the advance option in dashboard

VPN rule by default is allow all , so i would like to recommend to ping from the VPN HUB to those subnet , make sure can reachable , verify flow of routing.

+Warmspare need to be in the same model, +If you have a single ISP , just connect ISP to a hub or switch (in the same VLAN) then connect from switch to both MX in warmspare. +Warmspare can do in NAT mode or VPN-Con mode FYI

Is there any policy in place ? check Routing that might conflict between VPN client subnet also Internal Subnet. if still not work , open case to make sure config on MX is correct , then you can only focus to troubleshoot on VPN client

Try to troubleshoot first , i also used to meet this case. I want you to check on routing table on each MX make sure no conflict subnet. Then can try to open case , ask merkai support to turn off layer3 summary feature from the back end , then let's see the result.
