This flag will change the home page on android 9-10-11.  The issue I'm having is that it doesn't change the "new tab" page that chrome opens to. I've been looking for a way to apply the key suggested in the documentation "HomepageIsNewTabPage" alongside "Homepagelocation" but can't find a way to do add it, and it's not in the menu.
