Two thoughts.  Upgrade to ISE, so that you are now licenced by users.  ACS is very very old.   Deploy freeradius (it is very good) and use it as a RADIUS proxy.  Have it accept all the requests from Meraki, and then forward them onto ACS, so ACS now thinks it only has a single device. ... View more
