Reconfigured MR42 stuck on Orange to Green LED, does not reach Meraki Cloud

I reconfigured a couple MX64s and MR42 for two new networks.  The MXs are online and seem to be working,  I have the MR42s plugged into port 4 with power adapters providing power (MX64 does not have POE).  The LED on the MR42s go from green to orange and back.  In the dashboard they say they have never connected to the Meraki Cloud and the SSIDs are not showing up.  What did I not do?  Thanks! ...
