It looks like the firmware upgrade from 16.9 to 17.2.2 is triggering a PoE budget loop on the MS250-48FP. This isn’t unheard of—some users have seen similar “PoE budget change” messages repeatedly after upgrades, effectively killing PoE while normal switching continues. Usually, Meraki support recommends a full factory reset in these cases, since the config can get corrupted during the upgrade. Before doing that, make sure you back up your config and note any VLANs or static settings. Some admins have also tried downgrading the firmware as a temporary workaround, but the factory reset tends to be the most reliable fix.
