No.   The closest option is Meraki Display.  Basically, you run an app on Apple TV and then plug your TV into it. https://documentation.meraki.com/MV/Viewing_Video/Meraki_Display_Introduction   For MV deployments, I used to use an "Axis T8705 Video Decoder".  This allowed camera(s) to stream to the little black box (about the size of a cigarette packet - I used to velco them to the back of the TV), and then you plugged a screen into it using HDMI.  You could have video walls, rotating cameras, etc.  Lots and lots of options.   Alas, Axis have stopped making it, and I haven't come up with a good replacement solution. ...
