I have had the same issue.  A class of about 20 or so students, 4 or 5 in every period are having this issue.  Tried this on school wifi, a verizon jetpack and at&t phones 4g mobile hotspot.  Have to go into Apple School Manager to reset students password.  That is not a solution unfortunately. ...
