You could create a series of group policies with "Per-client bandwidth limit", and apply them to specific machines to limit their Internet speed. https://documentation.meraki.com/General_Administration/Cross-Platform_Content/Creating_and_Applying_Group_Policies You can see device usage under Network-Wide clients. You could use a single SSID, and use iPSK. You give each user their own iPSK. You can enable the iPSK column in Network-Wide/Clients, and then search on each individual user. You can also automatically apply a group policy using this method.
