I also do IT for a private high school and have the exact same issue. Gen 2/3 chromecast works fine, but gen 4 chromecast with Google TV gets the "Available for specific video sites" message and not able to select it to cast to it. I took it home and it worked fine on my home wifi. We use all Meraki devices at school. Can you supply any more details on what was your issue and how you got it to work? Thanks!!
