I did follow the video in this KB and not the text underneath and it was the cause of the issue. I was enrolling using afw#meraki and it was failing. I opened a support case and this issue got resolved - we had to enroll using QR code for Android 11+ instead of using afw#meraki, then enrollment progressed nicely and this step is now working fine. ...
