how to define"all network admins" mail group

Dear All, 

            I would like to know how to defind the "all network admins" mail group in alert ? does it mean all the id that i added under administrator for access portal will automatically contained in group "all network admins" ? Thanks

"All Network Admins" are all Full and Read-only administrators of a given network.

It does not include Organization Admins
