We have this WIFI setup using Google oAuth + Walled garden + Splash login as shown here:

It works great but once the connection expires and clients need to sign-in again, some laptops cannot get the Splash login to show-up. We have their browser generate HTTP traffic by going to escapessl.com but the browser will just go blank or sometimes unresponsive. Same results if we switched to Incognito.
The thing is we have 100+ users on this network. We're seeing this problem only on about 10-30 users.
Any ideas on how to isolate this issue?
