Schedule bandwidth & web site restrictions?

I have a requirement where we have an SSID that is normally limits bandwidth level and blocks certain websites normally, however for a certain duration of the day - lunch time! - some of those restrictions can be lifted... more bandwidth & social media being unblocked, etc.

I'm not entirely sure how to do this, for example, would Group Policies do the trick to override the SSID settings? How can I avoid the Group Policy from being applied to other (unrestricted) SSIDs?

Great use case for group policy applied at a Meraki MX.  The GP can rate limit & block sites based on a schedule.  On the MX you can apply GP to a VLAN interface (ie. the SSID's VLAN).
