Macbooks unable to use 802.1X auth

Hello, we are trying to use 802.1x authentication with our macbooks and users are unable to sign in without being logged into wifi. If we login with an admin account have the user sign into the wifi with their active directory account and sign out the user then can use the mac but if they restart or shut down we have to do that process all over again. Is anyone else having these issues or have a way to set it up with the MDM so it works?

The AP itself only passes on the EAP messages from your client to the radius server via radius auth packets.

When reading your explanation you can only set the credentials with an admin account, so the regular user is not logged in.  So there is something on the OS side that is preventing the user for entering and saving their credentials to the Wi-Fi profile.
